Can’t create new Numbers file on iPad

When trying to create a new Numbers file locally on iPad (regardless of which template I select), I get the following error: [TEMPLATE NAME] couldn’t be moved because you don’t have permission to access “File Provider Storage”. If I change location to iCloud, I get “The operation could not be completed. Operation not permitted.”. Numbers is set for iCloud document storage.
