Touch id

every time i turn on my mac he told me that your password is required to enable touch id and i can't unlock it by touch id

That is how it is designed to work. See the following from Use Touch ID on your Mac - Apple Support

After you set up Touch ID, you can use it to unlock your Mac. Wake up your Mac by opening the lid, pressing a key, or tapping the trackpad. Then place your finger lightly on Touch ID to log in. 


You must type your password to log in after you start up, restart, or log out of your Mac.


That isn't an inconvenience for me as I rarely shut down my MacBook Pro (maybe once a month). Normally I just use Sleep and Touch ID works after Sleep.
