i have a new existing icloud account. on my old phone i have a different icloud account. how do i transfer my old iclouds photos to my new icloud account

Content is not directly transferable between Apple ID/iCloud accounts.

You would need to copy content from account A to a place where you can upload/sync to to account B.

You can share a limited amount of content using Family Sharing as well.
