Any idea how to add another menu bar to dual monitor with 2013 iMac (current macOS) but not a dock or mirror?

I have 21.5 iMac and 27 inch monitor, running on latest macOS, I'm trying to find a way to add another menu bar to secondary monitor, all I got only option is just mirror. Any idea how?

If it doesn't exist with that iMac, does 2014 or 2018 Mac mini have second menu bar available for secondary monitor?

Thanks.

iMac 21.5″, macOS 10.15

If you set Mission Control System Preferences to have "Displays have separate Spaces" you can have a menu bar on each.

If you don't set that option, the menu bar will only show on the primary display.
