iCloud will not load

Every time I try and open icloud drive on my iphone, it is constantly stuck on the loading page where it says "icloud drive is loading" but it never actually loads. How do I get it to work?

iPhone 6s, iOS 13

Try a restart - Restart your iPhone - Apple Support.
