The photos and videos are being saved on both - my iphone and icloud

They take over 100 GB of the phone memory. I’m running out of memory and don’t know what to do to stop them using up all my phone memory from saving on my phone

You have done all you can. There is a finite amount of storage on your device.

You must move some content off your phone.
