Phone Not ringing

My phone will only ring for individuals that are in my phone contacts. Anyone calling that is not in my contact list will go directly to voice mail. I do not want this to happen? Why are outside calls out of my contact list going directly to voicemail?

Thanks for reaching out in Apple Support Communities. We understand that calls to your iPhone from phone numbers that aren't in your contacts are getting sent to voicemail. We can see why you'd reach out about this; we can help. It sounds like Silence Unknown Callers is enabled on your device; you can disable this from Settings > Phone.
