Unable to activate iPhone

My daughters iPhone says it’s unable to activate and we dont have a computer, what do I do ?

Start here: https://support.apple.com/en-us/HT201407. Part is connecting to a WiFi network but some requires a computer. You may need to ask a friend or family member for help if they have a computer.
