Can it be a block or two further away then what is being reported?

When using "Find My iPhone" on iCloud.com, can one's phone be a block or two further away then what is being shown/reported as the location of your iPhone on the map given?

My experience says, it is approximate with around 50 meters circle. Location Services uses GPS and Bluetooth (where they're available), along with crowd-sourced Wi-Fi hotspots and cellular towers to determine the approximate location of your device.
