I have an IPhone SE. Why does my VPN Continue to turn it’s self on after I continue to turn it off constantly.
This is really beginning to upset me now.

Thank you for your reply. Maybe I did not express my self correctly.
I do not use VPN at all, I have never used it. I have had IPhone’s for 9 years I never had to use VPN.
Since I got The IPhone SE This is happening. I just didn’t have the time to question. Again thank you
Add-on VPN clients can be and variously are are a security problem, a way to leak your network activities, and a routing problem.
This as differentiated from VPN clients to connect into private networks of organizations you’re affiliated with, and VPN clients with VPN servers you’re running; VPN servers including Streissand, Algo, and ilk.

Remove the add-on VPN client, and test again.
If the network resumes correct operations, have a chat with the VPN app maintainers.
Or leave the VPN client uninstalled.
VPN is not an Apple product, best you ask the app developer on their website/forum for support.
Why are you using a VPN at all?
If you're not using it to connect to a secure private network, it serves no practical purpose. It will do more to compromise your security than to protect it.
