blue highlights
my iPhone 7 has started displaying a blue highlight around screen elements. it cycles through all possible actions on a screen. I don’t know how this started but need to know how to turn it off.

Based on what you mentioned, it sounds like you might be talking about Switch Control, which is an Accessibility feature. Check out Use Switch Control to navigate your iPhone, iPad, or iPod touch and see if this matches what you're seeing. If so, you can disable the feature from there.
