Start with the first step advised by Apple for this:

"Remove any case or film that might block the camera. A metallic or magnetic case or camera attachment might interfere with the camera on your device."

If you have already ensured that a case or accessory is not part of the equation, then make sure you have done everything else listed here:

If the camera or flash on your iPhone, iPad, or iPod touch isn't working - Apple Support
