Security update 2020-004. 10.13.6. is not getting updates on my MBP HighSierra.Its Struck at 866mb.Error. The request timed out(-1001).

Is your mac connected to your router via cable rather than wifi.

It is preferable to use a cabled connection, do not use the mac while it is downloading or any other devices that share the same internet connection.
