How do I download my messages from my icloud after restoring my phone? Theyre not showing up, but it says i have 900MB worth of messages...

You don't download the message from iCloud. You will enable messages in iCloud - Keep all your messages in iCloud - Apple Support which will allow you have access to the messages across all devices.

Yes I read the link, and it still doesn’t help. I have a PC (Dell) and I have Windows 10. I installed iCloud for Windows. When I sign into my Apple ID I see my backups in my storage but I cannot access it. I’m trying to download my messages after having to reset my phone. Everything has restored except for my messages. Why is that?
If you correctly download iCloud for Windows (link above) you should be able to access your data in the respective apps. However, if you cannot, then next possible step - https://getsupport.apple.com.
Those "folders" or rather the apps containing your data will be at iCloud.com on on iCloud for Windows (if you downloaded it) - Download iCloud for Windows - Apple Support
After being directed to this page I don’t know what else to do. I can’t find any of these folders on my PC.
How does it give me access across devices if I can’t even see my old messages on my iPhone. Please help me understand. Thank you.
Did you read the link I provided above?
If you weren't using messages in iCloud, then you wouldn't download your messages from iCloud as they would be included in a backup. Did you restore a backup that possibly contained the messages?
Yes I downloaded that as well. Signed in but still can’t access anything.
if I restore to the backup from a few days ago, does that mean that everything else since then won’t show up?
