How to rest used Apple watch
Purchased series 1 from woot be can’t set up because I do not know the prior owners password to their Apple ID account. How do I reset to set up ?

You cannot. Only the previous owner can release Activation Lock.
As can Apple, with proof of original purchase and matching ID.

Remote reset is possible. Return it for reset, or refund.
Or if the seller has disappeared and as can be the case, recycle it.
