If I upgrade my storage from 50 GB to 200 GB, all at my pictures, videos will They be stored on iCloud and I’ll have space on my phone?

IF you delete from iPhone they will be gone from iCloud too.
You can only optimise iPhone storage
If your iPhone 6s has optimised storage enabled then it may have lower space. Know about it. With Optimize Storage, smaller, space-saving photos and videos are kept on your device while all of your original, full-resolution versions are stored in iCloud. And as long as you have enough space in iCloud, you can store as many photos and videos as you want.
Store your photos and videos in iCloud
