What should I do if I am unable to contact the previous owner of my Apple Watch to have them remove their iCloud account from the watch so that I may use it?

There's nothing you can do without the help of previous owner.
Activation Lock is a theft deterrent feature with no bypass or workaround.
Without the owner's authorisation, no thief or anyone including you can re-use the device
