My iphone and Ipad are both IOS10.3.3 and I am at told the software is up to date. I have bought a new printer HP Envy 7100 which requires IOS13. How do I update them?

So you are saying that I need a new IPad and iPhone to use my new printer.
I would return the printer and look for a different one.
Update off IOS 10.3.3 to IOS 13
