How do I delete an app that is stored in the cloud from my iPhone

App data is part of the icloud backup.

Delete the app from your phone and do another icloud backup.

Apps are not store in iCloud. If you see a little cloud next to the app name in the App Store, it just means you've purchased/downloaded it in the past.

Why do you think you need to do this? Perhaps if you explain, some one can give you additional suggestions.
