How can I restore a deleted file from emptied trash?

You can't. That's why there is a trash, to give you a chance to restore it before emptying the trash.

No, you cannot. If it is worth the money, you can try file recovery services, but other than that, the only place it may be would be on a backup you made before you deleted/emptied the trash.
