locations services..."Always"

The location service will switch from "always on" (which is where i want on my son's phone) to 'while using' without user provocation. How do i stop this??? Always should mean Always

iPhone 7, iOS 13

Thanks. It has been initially set correctly ie to Always; however it will (without intervention) change to 'while using'. this happens on life360
