iCloud Drive not syncing

I Factory reset my Mac and then when coming back to it, I no longer can access any of my iCloud Drive files (desktop, documents). I still have access from my iPad or if I go online to icloud.com, I can see all the files still exist. But syncing all those files to my computer isn't working and I can't figure out why. I've tried logging out of iCloud on both my Mac and iPhone and when signing back in no files download to either.

Hopefully someone can help.

Try going to System Preferences/iCloud (Apple ID for Catalina) and stop iCloud Drive syncing by unchecking the box. Wait a couple of minutes, then check syncing. Allow time for the sync to complete. It can take a few days to complete.
