Looking at Request and make purchases with Ask to Buy - Apple Support it would seem you are limited to iOS devices and Macs.

Thanks man, bought an iPad for my daughter as requirement for her curriculum at school. She's under 13 years so I can't create apple ID I had to add her under family sharing. Now every time she tries to install something she has to Ask to Buy and I can't approve.
