64GB is the storage on your phone. You cannot upgrade or downgrade that and you are not charged monthly for it.
iCloud storage is not on your phone. You get 5GB free but if you upgraded that you would be charged monthly. You asked about an "iCloud monthly subscription" and I thought you might be asking about iCloud storage since that is the only iCloud service that has a charge. If you weren't asking about iCloud storage, see the second paragraph of my previous reply.
