How much storage do you have with your iPhone XR, and how much storage is “other”, and are you running iOS 13.6.1?

Other: Non-removable mobile assets, like Siri voices, fonts, dictionaries, non-removable logs and caches, Spotlight index, and system data, such as Keychain and CloudKit Database. Cached files can't be deleted by the system.

If you restore your iPhone to factory settings, you will lose all your data. You might try restoring from a backup first and see if that helps:
