It is a 2016 13" Macbook Air. The Windex severely damaged the screen - the colors are now flashing streaks, completely unusable. Is there a way to fix this, or would I need a new screen? New screen quoted at $600, is it worth it to get a new screen?

It sounds like the Windex leaked into the display assembly itself. When cleaning anything you should spray the wrag or cloth so it is just damp. Spraying liquids onto equipment will likely allow too much liquid on the device which can easily over spray or drip into the crevices.
As @John Galt mentions using Windex on the LCD is dangerous to begin with since it may remove the anti-reflective coating on the screen.
