If you are setting up a new iPad and want to migrate from your old iPad, the process is easy. Make sure that the two iPads are near each other and are connected to the same WiFi network. In setting up the new iPad, you will arrive at a screen that asks you if you want to set it up as new or by copying from another iPad. Choose to copy from your old iPad, enter your same Apple ID, select the correct device from the list presented, and when the moving pattern appears on your screen, point the camera of the other iPad at that moving pattern to start the process. The two iPads will communicate via a combination of Bluetooth and WiFi to replicate the image of the old iPad on your new iPad.

You will have to do some cleanup, like registering your TouchID/FaceID anew, but after 20-60 minutes, you will have been moved into your new device. Good luck.
