how do i change my childs password for their apple id -- it prompts to "allow" but nothing else happens

It’s via the forgotten password mechanisms, and via control of the rescue email address within Family Sharing.
The reset message goes to the organizer, not to the child.

Per Apple: Your email address is the rescue email address for your child’s account, and you can use it with the security questions you provided to reset a forgotten password.
