Is Apple Care international?
I currently live in Japan, but will leave next year back to the USA. If I buy the new iPad pro for 2020 with apple care, will that apple care be valid in USA? Or is it only valid in Japan?

You should contact Apple Care Support directly about that. For some devices the warranty can be restricted to the country of purchase:
