One one of my Pages docs I can change the background colour of one part of my document

One one of my Pages docs I can change the background colour of one part of my document but not another part. The Inspector only gives me the Arrange heading when I click on the one that doesn't work, on the one that does work it has a Style heading.

Yes, you can do this. Divide your document into Sections (Insert > Section Break or Insert > Section).


Go to the Section that you want to have a different background color, and at Document > Section in the inspector pane on the right set the Background Fill:
