Everything saving to iPhone instead of iCloud

I set my iPhone to save photos, backups / data to iCloud, but my phone keeps telling me my phone storage is full and nothing is being saved to iCloud. I still have over half of my iCloud storage available and my settings still say "save to iCloud" is turned on. Now it is making my phone malfunction. How do I fix this?

Using iCloud for syncing and backups does not remove that content from your phone. If you need to recover storage on the phone, start by opening the Settings App > General > iPhone Storage. There are some processes that may help, and the ability to delete content.
