Stolen iPhone Two Step criteria change

hy! my friend's phone was stolen. apple id password changed. i tried to reset but due to two-step authentication it sends the code to the old phone number. How can we modify and recover it?

If Your iDevice Is Lost Or Stolen


If you activated Find My Phone before it was lost or stolen, you can track it only when it is connected to the Internet by Wi-Fi or cellular. What you cannot do is track your device using a serial number or other identifying numbers. Neither Apple nor anyone else can find your device.
