family sharing not working with contacts

Contacts cannot be shared with Family Sharing. Apple family sharing simply does not support sharing of contacts.

You need a 3rd party app/application to share contacts.

You are welcome. I haven't done enough research on 3rd party contacts apps/applications to give you a good suggestion.
