I don't have the ecg app on my watch

I have linked my apple watch 6 with an iPhone. The watch is missing the ecg app and I can't find it in the app store or install it thought the iphone.

Are you in a ECG-allowing country or location? watchOS - Feature Availability - Apple

Purchased in the same location, or in a location where ECG is permitted?
