Up Arrow Key Won't Work on Macbook Air, Late 2017

My up arrow won't work on it's own, but it will work with command. The key seems to be physically fine. Did I do something in settings? I am using macOS Mojave.

MacBook Air 13″, macOS 10.14

NVRAM Reset instructions are here: Reset NVRAM or PRAM on your Mac - Apple Support.

If that doesn't fix it, try cleaning your Mac's keyboard according to How to clean the keyboard of your MacBook or MacBook Pro - Apple Support. Follow those instructions with care.
