I am trying to a restore forma TimeMachine back-up . It's been going for over 24 hours and has been stuck for at least 12 hours at "Updating System Settings" showing about 6 minutes remaining.

Any suggestions?

Run First Aid:

Check the status of your internal hard drive. See if it needs to be replaced. To check, run First Aid In Recovery Mode.

Boot into Recovery Mode:

  1. Hold Down: command + R upon boot.
  2. Go in to: Disk Utilities
  3. Select: the hard drive
  4. Click: First Aid

See what happens.

Are you restoring because you had problems with the previous installation, or are you simply moving from one computer to another?

If you had problems with your earlier setup, then that could also be related to the issues you are seeing with the restore.

In any case, I suggest that you re-erase the drive, then reinstall the OS and use Migration Assistant to restore only user files, no applications and no settings. Then use the new system for a short while to confirm that everything is behaving regularly. Then you will need to re-install your applications.
