Merging @apple.com AppleID and @icloud.com AppleID

I may have two apple id accounts my personal @icloud.com account and my @apple.com account. Can I merge them together?

If you have two accounts, you can't merge Apple IDs. You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
