How do you turn off the Do not Disturb - silence calls and notifications while IPhone is locked” setting?! I have tried everything and cannot figure it out

That setting must be set to "While iPhone is locked" or to "Always." Those are the only choices. If Do Not Disturb is not turned on then it doesn't matter which of those choices is selected.
