Hi someone gave me a old iPhone device for a gift but they forget their Apple ID and password to start using the phone I can set up the phone until it says Apple ID and password how do I buy pass the Apple ID and password so I can use the phone

Without their help you will never be able to use it. They need to remove it from their account. Have them do this: https://support.apple.com/en-us/HT201351. If they can’t, recycle it and buy a phone you can use.
