Transferring passwords

I got a new iPad yesterday. I set it up and all went well except my passwords didn’t transfer from my old iPad. How can I do this

Are both your old and new iPad using Keychain in iCloud?

Settings > [Your Name / AppleID] > iCloud > Keychain > iCloud Keychain - set to ON
