Are you using the latest OS (edit: seems like you are i am new here)? There should be a thing called "app library" to the far right (if you scroll to your last homepage and then one more time). It lists all installed apps. There you can search for Safari. Press and hold and you can rearrange the app on the home screen again. If it is not in the app library i dont know.

Safari can’t be deleted, so it is somewhere. Use the Search for “safari” to find it. Note that it can be disabled in Screen Time Settings, so that’s one place to look.
