I have macOS High Sierra 10.13.6. I need instructions on HOW to fix this problem, please.

Copy your files off, choose Utilities from the Finder's Go menu, open the Disk Utility, and reformat it; alternatively, use Windows to erase it in exFAT or NTFS.

A volume formatted as FAT32 cannot store files which are 4GB or larger regardless of its capacity; similar limits exist for some other file systems.
