Can you pay for your iCloud storage plan annually instead of making monthly payments?

No. The annual plans were all discontinued years ago now. There are only the monthly subscriptions available now, and they will deduct the fee every month based on the date you started the subscription.
You can preload your AppleID with a year’s worth of funds using gift cards, but the deductions will still only be monthly.
