Can I erase backed up photos off of my iPhone without losing them from iCloud?

after I have backed up all my photos, can I erase them off of my phone without losing them from the cloud?

No, the cloud storage simply mirrors the phone. If you delete a photo from the phone, they will be also deleted from the cloud storage.
