Are you able to copy/paste anything from one place to another in Numbers? If not, others who have had this problem were found to also be running clipboard manager apps or similar other third party apps that interfere with the copy/paste operation in Numbers for some reason.
If you want the value, not the formula, use Paste Formula Results instead of the normal Paste. It is in the Edit menu.
EDIT: I was a minute late returning to this party I see
What happens when you try to cut and paste?
Select the source cell, command-c, click destination cell, then command-v or Edit > Paste Formula Results.

Thanks for your response. When I cut in paste, in turns out to be the sum of the column I paste it to. It is a sum in its original location, so if appears the formula is copying, not the value.
If you want the value and not the formula, then on the paste side try Edit > Paste Formula Results.
