Apps not updating in App Store

The App Store is not downloading or updating apps. I have over 40 apps queuing for update on my iPhone 11 pro max.

Tapping the update button or Update All causes the progress indicator to spin, then return to Update.

I restarted the device(s), rested network, they did not fix the issue.

Try a different wifi network; office, library, coffeeshop.
