Hii can I update apps on my iPad 4 I know that iPad 4 can't be updated more than iOS 10.3.3 but can we update apps who need more than iOS 10.3.3 maybe from purshased??

The vast majority of third party app developers have moved on to iOS 11 and greater now, completely abandoning all iOS devices running iOS 10 and earlier.

If you need updated apps for that over 8-year old iPad 4th generation, then you need to strongly consider purchasing a new or “newer”, used iPad model capable of running thr latest version of iPadOS 14.
There are many new and older models of iPads to choose from that can run the latest iPadOS 14.
