Since upgrading to Big Sur, the Touch Bar is completely busted....

No matter what programme I open, the Touch Bar icons never change. They only show Brightness, Volume and Mute Volume, with the expand icon.
• If I tap the 'expand' icon on the Touch Bar, it expands to show all the icons but then the entire Touch Bar goes blank....

make some changes to see if it responds.
If no resolve You can try both:
Try resetting the SMC https://support.apple.com/en-us/HT201295
Try resetting NVRAM/PRAM http://support.apple.com/kb/ht1379
