Here the available options for transferring data from one device to another:

Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Use Quick Start to transfer data to a new iPhone, iPad or iPod touch – Apple Support


QuickStart will not be available with an iPad4.


It is also possible to restore and existing iCloud or iTunes backup to your new iPad:
