I’ve just set up a new iphone today and the built in apps like itunes, shortcuts etc won’t download they’re just saying ‘waiting’ and i’ve searched how to do this and the internet said to restart your phone or sign out and back in of your apple id, i have tried all of these and the apps still won’t download

might be a long shot.. but I set up an iPhone 12 Pro last weekend and I had a similar issue after transferring content via Quick Start. It didn't appear to be downloading any of my apps. I believe what I did to kick start it was go into Settings > App Store and turned off the switches under automatic downloads. Then once stuff started downloading I turned them back on.
